According to the document, speeding up the development of urban (suburban) railway plays an important role in expanding effective traffic supply, easing urban traffic congestion, improving urban living environment, optimizing urban spatial layout, and promoting the construction of new urbanization.

The "guiding opinions" clearly defines the development goals - by 2020, the key lines of urban (suburban) railway will be basically formed in Beijing, Tianjin, Hebei, Yangtze River Delta, Pearl River Delta, middle reaches of Yangtze River, Chengdu Chongqing and other economically developed areas, and 1-hour commuter circle from core area to surrounding major areas will be built; In other urban agglomerations and cities with the conditions of urbanization, urban railway planning and construction will be started.

At the same time, the guidance also lists the first batch of demonstration projects of suburban (regional) railway. Among the 11 projects, 5 are in Beijing Tianjin Hebei region, including the sub central line (from Beijing West Railway Station to TongZhou station).

In this regard, Wu Hongyang, deputy director of the urban transportation research center of the Ministry of transport, told the daily economic news that suburban (regional) railway has the characteristics of energy saving, high efficiency and large traffic volume. In some international metropolises, such as Tokyo Metropolitan Area and Osaka metropolitan area, suburban railway is relatively developed. It forms rail transit together with urban subway, tram and intercity high-speed Shinkansen System.

The basic backbone line will be formed in 2020

According to the plan of five departments, by 2020, the backbone lines of urban (suburban) railway will be basically formed in Beijing, Tianjin, Hebei, Yangtze River Delta, Pearl River Delta, middle reaches of Yangtze River, Chengdu Chongqing and other economically developed areas in super large and super large cities and qualified large cities, and build an hour commuter circle from the core area to the surrounding major areas; In other urban agglomerations and cities with the conditions of urbanization, urban railway planning and construction will be started.

At the same time, the scope of the development of urban (suburban) railway, the requirements for the establishment of stations, the distance between stations and so on, are also relatively clear specifications.

According to the guiding opinions, for cities planning to develop urban (suburban) railways, the city government should, together with relevant parties, study in-depth the issues of urban transport demand, road network layout, planning convergence, and so on, and separately prepare urban (suburban) railway development plans or integrate them into relevant plans. In principle, the planning scope should be the urban area under the jurisdiction of the city, and the adjacent areas with integration tendency and high commuting demand can be coordinated.

The line should connect urban groups and tourist attractions with 50000 or more people and set up stations. The stations should be set in the center of the town according to the principles of functional adaptation, simple facilities, safety and convenience, so as to enhance traffic guidance and improve passenger flow aggregation. The design speed should be 100 ~ 160 km / h, and the average station spacing should not be less than 3 km in principle.

In this regard, Wu Hongyang believes that the suburban railway is mainly the railway connecting the city with its suburbs and satellite cities, and sometimes it is also the connecting railway between urban agglomerations and within the metropolitan area, which mainly meets the travel demand within the scope of the city. "Compared with subway, it has the characteristics of long distance between stations, high speed, large transport capacity and low cost. It can make full use of the existing railway, and its departure frequency is usually lower than that of subway."

The guiding opinions especially emphasize that it is not allowed to use the name of urban (suburban) railway to construct subway and Monorail in disguised form.
