Zhao Long introduced that the Ministry of natural resources has recently focused on promoting two reforms in the field of land and space planning: one is to reform the planning permission and land use approval, and promote the "integration of multi examination and multi certificate", mainly for enterprises and the masses; the second is to reform the land and space planning review and approval system, mainly for local people's governments.

Zhao long pointed out that planning permission and land use approval are directly related to the interests of enterprises and the masses. Before the institutional reform, due to the planning responsibilities belonging to different departments, the administrative counterpart needs to apply to the two departments for urban and rural planning permission and construction land approval respectively, many of which are highly similar. Objectively, there are problems such as multiple approval, repeated review, cross examination and complex process of similar matters, which increases the burden of enterprises and the masses, and affects the efficiency of investment implementation.
