1. Subject content and scope of application

1.1 to ensure the safety and normal use function of the house. This standard is formulated to clarify the matters to be observed by both parties in the acceptance of house taking over.

1.2 the house which is handed over to the housing management department according to the regulations shall be implemented according to this standard; the house shall be managed according to law. Trusteeship according to the contract and taking over of the unit's own house can refer to this standard.

1.3 this standard is mainly applicable to the acceptance of general civil buildings. Industrial buildings, large public buildings, cultural relic protection buildings and some buildings with special equipment and use requirements can be referred to for acceptance.

3. Terms and definitions

3.1 acceptance of takeover

The housing management department set up by the local government (hereinafter referred to as the "housing management department") shall take over the acceptance of the newly built houses handed over by the construction units and the original houses with property rights transferred.

3.2 the house handed over to the housing management department according to the regulations

It refers to the houses invested and built by the central or local government and decided to be directly managed by the housing management department. The houses built by the municipal and county governments with the housing construction supporting fees collected, the houses whose property rights are assigned to the government according to the provisions in the land requisition (allocation) demolition and resettlement, the houses confiscated by the people's court according to law and notified to take over the houses, and other houses that should be accepted by the government and handed over to the housing management department.

3.3 new buildings

Houses without confirmed property right after completion.

3.4 original house

The house that has obtained the house ownership certificate and has been put into use.

4. Taking over and acceptance of new buildings

4.1 the taking over acceptance of new buildings is a re inspection with the main contents of safety of main structure and meeting the use function on the basis of qualified completion acceptance.

4.2 conditions for acceptance of nozzle:

a. All construction projects have been completed and have passed the completion acceptance;

b. Water supply and drainage facilities, water supply and drainage facilities, etc;

c. The building and household numbers have been confirmed by relevant departments.

4.3 the submitted data shall be searched for acceptance of takeover

4.3.1 property right information:

a. Project approval documents;

b. Land use approval documents;

c. Building license;

d. Demolition and resettlement data.

4.3.2 technical data:

a. As built drawings - including a complete set of drawings of general layout, buildings, structures, equipment, ancillary works and concealed pipelines;

b. Geological investigation report;

c. Project contract, commencement and completion report;

d. Project budget and final accounts;

e. Drawing joint review record;

f. Engineering design change notice and technical approval sheet (including quality accident handling records);

g. Acceptance certificate of concealed works;

h. Settlement observation records;

i. Completion acceptance certificate;

j. Quality assurance of main materials such as cement and steel;

k. Qualification certificate of new materials, components and fittings;

l. Inspection certificates of water, electricity, heating, sanitary appliances, elevators and other equipment;

m. Pressure test report of mortar and concrete test block;

n. Pressure test report of water supply and heating.

4.4 take over acceptance procedure

4.4.1 the construction unit shall submit a written request to the taking over unit for acceptance.

4.4.2 the taking over unit shall review according to "4.2" and "4.3". If the conditions are met, the acceptance notice shall be issued and the acceptance time shall be agreed within 15 days.

4.4.3 the taking over unit and the construction unit shall carry out the inspection according to "4.5".

4.4.4 the quality problems found in the acceptance shall be handled according to "4.6.1" and "4.6.2".

4.4.5 for houses that meet the requirements after inspection, the taking over unit shall sign the acceptance certificate and issue the taking over documents.

4.5 inspection of quality and function

4.5.1 main structure

4.5.1.1 the settlement of foundation shall not exceed the allowable deformation value of gbj7, and shall not cause cracking of superstructure or damage of adjacent buildings.

4.5.1.2 the deformation and cracks of reinforced concrete members shall not exceed the specified value of GBJ10.

4.5.1.3 the masonry structure must have sufficient strength and rigidity, and no obvious cracks are allowed.

4.5.1.4 the wood structure shall have firm joints, reliable support system and no ant damage. The material selection of its components must comply with the relevant provisions of article 2.1.1 in gbj206.

4.5.1.5 all buildings that should be earthquake resistant must comply with the relevant provisions of GBJ11.

4.5.2 no water seepage is allowed on the external wall.

4.5.3 roofing

4.5.3.1 all kinds of roofs must comply with the provisions of article 4.0.6 in gbj207, with smooth drainage, no ponding and no leakage.

4.5.3.2 the flat roof shall be provided with thermal insulation measures, and the common parts of houses with more than three floors shall be provided with roof manhole.

4.5.3.3 the balcony and the roof of houses with more than three floors shall be provided with organized drainage. The water outlet, eaves gutter and downpipe shall be installed firmly, and the interface shall be flat and tight without leakage.

4.5.4 floor

4.5.4.1 the surface course and the base course must be firmly bonded without hollowing. The overall surface course shall be smooth without cracks, peeling and sanding; the surface of block material shall be even and straight, and the joints shall be even and straight without missing edges and corners.

4.5.4.2 the relative elevation of toilet, balcony, toilet floor and adjacent ground shall meet the design requirements, and there shall be no ponding, backflush and leakage.

4.5.4.3 the wooden floor should be flat and firm with tight joints.

4.5.5 decoration

4.5.5.1 the steel and wood doors and windows shall be installed straight and firmly without warping and deformation. The opening and closing shall be flexible. The parts and accessories shall be assembled completely and the position shall be accurate. The gap between steel doors and windows shall be tight and the gap between wooden doors and windows shall be moderate.

4.5.5.2 the entrance door shall not be made of plywood, and the door lock shall be installed firmly. Iron fence shall be installed on the external window of the ground floor, the window of public aisle on the floor and the light on the entrance door.

4.5.5.3 the surface of wood decoration works shall be smooth and clean, the lines shall be straight, the butt joints shall be tight, and the nail caps shall not be exposed, and the wood decoration works shall be firmly nailed to the base course.

4.5.5.4 the glass of doors and windows shall be installed smoothly, with full putty and firmly pasted.

4.5.5.5 the plastering surface shall be smooth and free from defects such as hollowing, cracks and blisters.

4.5.5.6 the surface of facing brick shall be clean and firmly pasted, and the internal and external corners shall be straight with the line foot, and there shall be no missing edge or corner.

4.5.5.7 the color of paint and brush shall be consistent. There should be no peeling and missing brushing on the surface

4.5.6 electrical

4.5.6.1 the installation of electrical circuit shall be smooth, firm and straight, and conduit shall be provided when crossing the wall. The conductor connection must be tight, and the aluminum conductor connection shall not be twisted or tied. When pipe wiring is used, the connection points must be tight and reliable, so that the pipeline is structurally and electrically connected and reliably grounded. The insulation resistance between conductors and ground of each circuit shall not be less than 1m Ω / kV.

4.5.6.2 the meter shall be installed according to the set or reserved meter position, and the electrical grounding device shall be provided.

4.5.6.3 the installation bracket of low-voltage electrical appliances such as lighting appliances must be firm, with complete components, good contact and correct position.

4.5.6.4 all connection points of various lightning protection devices must be firm and reliable, and the grounding resistance value must meet the requirements of gbj232.

4.5.6.5 the elevator shall be able to start operation accurately, select floor, level floor and stop floor. The noise and vibration sound of traction machine shall not exceed the specified value of gbj232. The brake, speed governor and other safety equipment shall act sensitively and reliably. Concealed works, test run records, performance test records and complete drawings shall meet the requirements.

4.5.6.6 for houses with shielding effect on TV signals, houses with weak TV signal field strength or blocked by high-rise buildings and complex reflection wave areas, TV common antenna shall be set.

4.5.6.7 in addition to the above requirements, it shall also comply with the relevant requirements of regional "low voltage electrical installation regulations".

4.5.7 water, sanitation and fire control

4.5.7.1 the pipeline shall be installed firmly, and the control parts shall be opened and closed flexibly without leakage. Hydrostatic test, thermal insulation and anti-corrosion measures must meet the requirements of gbj242. Water meter should be installed by set or reserved meter position.

4.5.7.2 the water inlet pipe of high water tank and the inspection port of water tank shall be set to facilitate maintenance.

4.5.7.3 the sewage pipes in the toilet and kitchen should be set separately, and the length of the outlet pipe should not be more than 8m. Ceramic pipe and plastic pipe should not be used. The floor drain, sewage pipe interface and inspection port shall not leak, and the pipeline drainage must be smooth.

4.5.7.4 the sanitary ware shall be of good quality, the interface shall not leak, the installation shall be straight and firm, the parts shall be complete and the braking shall be flexible.

4.5.7.5 the water pump shall be installed stably without large vibration during operation.

4.5.7.6 the fire-fighting facilities must meet the requirements of gbj16 and gbj45, and have the inspection certificate issued by the fire department.

4.5.8 heating

4.5.8.1 the acceptance time of heating engineering must be conducted two months before the heating period.

4.5.8.2 boilers, tanks and other pressure vessels shall be installed in a straight and straight manner with complete accessories, and there shall be no defects such as deformation, crack, wear and corrosion. After installation, there must be a qualified certificate from the professional department.

4.5.8.3 the furnace grate must be put into trial operation for more than 12 h. There shall be no friction between the grate and between the grate and the furnace iron, and there shall be no noise, deviation, bulge and jamming, and the furnace grate shall rotate freely.

4.5.8.4 all kinds of instruments and meters shall be complete and accurate, the safety device must be sensitive and reliable, and the control valve shall be opened and closed flexibly.

4.5.8.5 furnace door, ash door, coal hopper gate, flue gas and air baffle shall be installed in a straight, flexible and tightly closed manner, and the partition wall of air chamber shall not have air leakage.

4.5.8.6 the pipe diameter, gradient and inspection well of the pipeline must meet the requirements of gbj242. The size of the pipe trench and the arrangement of the pipeline shall be convenient for maintenance, and the pipe support, support and hanger shall be firm.

4.5.8.7 equipment and pipelines shall be free from running, emitting, dripping and leakage. Thermal insulation and anti-corrosion measures must comply with the provisions of gbj242.

4.5.8.8 boiler auxiliary equipment shall operate normally without noise. The smoke and dust removal, noise reduction and shock absorption equipment shall be complete, and the water quality and smoke emission concentration shall meet the requirements of environmental protection.

4.5.8.9 after 48h continuous test run, the thermal and mechanical properties of boiler and auxiliary equipment and room temperature of heating area must meet the design requirements.

4.5.9 ancillary works and others

4.5.9.1 the elevation of outdoor drainage system, inspection well (inspection well) setting, pipe slope and pipe diameter must meet the requirements of section 2.3.4 in Chapter II of gbj14. The pipeline should be straight and the drainage should be unobstructed, the well cover should be placed firmly and the well circle should be set up.

4.5.9.2 the septic tank should be set reasonably according to the amount of sewage discharge. There should be no garbage and debris in the tank, and the height difference between the inlet and outlet should not be less than 5cm. The connecting pipe between the riser and the septic tank should have sufficient slope and should not have two bends.

4.5.9.3 there shall be no fracture and ponding at the head of open ditch, apron and falling ditch.

4.5.9.4 outdoor roads must be built at the entrance of houses. It is connected with the main road. The pavement shall be free from ponding, hollowing and fracture.

4.5.9.5 the houses shall be equipped with letter boxes according to the units, and their specifications and positions shall comply with relevant regulations.

4.5.9.6 hanging hook and drying rack shall be installed firmly. The flue, ventilation channel and garbage passage shall be unblocked without obstruction.

4.5.9.7 for single project, the materials and site must be cleaned and the temporary facilities and transitional buildings must be removed and cleaned. The outdoor ground is flat, and the indoor and outdoor height difference meets the design requirements.

4.5.9.8 for group buildings, corresponding municipal and public supporting projects and service facilities shall be inspected to meet the quality and functional requirements.

4.6 treatment of quality problems.

4.6.1 for the quality problems affecting the safety of building structure and equipment use, it must be agreed that the construction unit shall be responsible for reinforcement and repair until it is qualified.

The construction unit shall be responsible for handling the safety problems affecting adjacent buildings.

4.6.2 for the quality problems that do not affect the structural safety of the house and the safety of the equipment, the construction unit can be appointed to be responsible for the maintenance, or the method of cost compensation can be adopted and handled by the taking over unit.

5. Acceptance of the original house

5.1 conditions for acceptance of nozzle

a. The ownership and use right of the house are clear;

b. The scope of land use is clear.

5.2 the submitted data shall be searched for acceptance of takeover

5.2.1 property right information:

a. House ownership certificate;

b. Land use right certificate;

c. Relevant judicial and notarial documents and agreements;

d. Household use list of houses;

e. List of house equipment, fixed and attached objects.

5.2.2 technical data:

a. Real estate plan;

b. Floor plan of the house;

c. Technical information of house and equipment.

5.3 take over acceptance procedure

5.3.1 the handover person shall submit a written request to the taking over unit for acceptance.

5.3.2 the take over unit shall review according to 5.1 and 5.2. For those qualified, the acceptance notice shall be issued and the acceptance time shall be agreed within 15 days.

5.3.3 the taking over unit shall carry out the inspection together with the handover person according to Article 5.4.

5.3.4 the dangerous damage problems found in the inspection shall be handled according to Article 5.5.

5.3.5 both parties of the handover shall jointly check the house, decoration, equipment, fixtures and attachments, and verify the use of the house.

5.3.6 for the houses that meet the requirements after inspection, the taking over unit shall sign the acceptance certificate, issue the taking over documents and handle the registration of house ownership transfer.

5.3.7 the transferor shall cooperate with the taking over unit to re-establish the lease relationship with the house user according to the provisions of the taking over unit.

5.4 inspection of quality and function

5.4.1 according to cj13 and relevant national regulations.

5.4.2 inspect the variation state of the whole building from the appearance.

5.4.3 check the integrity and damage degree of the house structure, decoration and equipment.

5.4.4 check the use of the house (including the construction age, change of use, demolition, alteration and addition, decoration and equipment). Evaluate the current value of the house and establish data files.

5.5 handling of hazards and damages

5.5.1 for dangerous houses, the handover person shall be responsible for removing the danger before taking over.

5.5.2 damaged houses shall be settled by the handover person and the taking over unit through negotiation. The time limit can be agreed and the handover person shall be responsible for maintenance, or other forms of compensation can be adopted.

5.5.3 the house that belongs to the court's decision to confiscate and notify to take over shall be handled according to the court's judgment.

6. Responsibilities of both parties

6.1 in order to give full play to the investment benefits as soon as possible, the construction unit shall make preparation for the house delivery and inspection in advance according to the requirements of Article 4.2 and 4.3, and timely submit the application for taking over and acceptance after the completion of the house. The take over unit shall complete the audit within 15 days, issue the acceptance notice and agree on the time for acceptance. If it meets the requirements after inspection, the taking over unit shall sign the acceptance certificate within 7 days and issue the taking over document in time. The newly built houses that have not been taken over shall not be allocated for use.

6.2 during the acceptance of taking over, both parties shall strictly follow this standard. In case of unqualified acceptance, both parties shall agree on the treatment method and time for re inspection, and the construction unit shall repair as agreed and organize re inspection.

6.3 after the house is taken over and delivered for use, if there is a hidden major quality accident, the taking over unit and the construction unit shall organize the design and construction units to jointly analyze and study and find out the causes. If the reasons are design, construction and materials, they shall be handled by the construction unit; if they are caused by improper use and poor management, they shall be handled by the taking over unit.

6.4 from the date of acceptance and taking over, the newly-built houses shall comply with the relevant provisions on the construction project warranty, and the construction unit shall be responsible for the maintenance, and shall prepay the warranty deposit to the taking over unit. Take over unit is used for substitute repair when necessary. Upon expiration of the warranty period, the settlement shall be made according to the actual situation, or both parties may reach an agreement when the acceptance takes over. The construction unit shall allocate the maintenance cost at one time, and the taking over unit shall be responsible for the maintenance. The standard of warranty deposit and warranty fee shall be determined by local governments.

6.5 as soon as the new house is taken over, the construction unit shall be responsible for organizing the lease procedures within three months. If it fails to do so within the time limit, it shall bear the economic loss and accident liability caused by the vacancy of the house.

6.6 if there is a dispute in the implementation of this standard and it can not be settled through negotiation, both parties may apply to the municipal and county real estate management authorities for coordination or adjudication.
